Scaling an agency means making the business structurally scalable before increasing volume, so it can serve more clients without the owner remaining the default escalation point. The difference between growth and scaling is not revenue, it's the foundation underneath it.

Growth means increasing revenue, clients, or headcount. Scaling means achieving more without the workload increasing at the same rate.
